PICA Portal “Transaction Failed”? Why Your Card Keeps Getting Declined and How to Fix It
You filled in your Jamaican passport renewal on the PICA portal, reached the payment page and got a red “Transaction Failed” message. You are not alone. For applicants paying with an overseas card, the cause is often a security check by their own bank, not a mistake on the form. Here is why it happens and the four steps that usually clear it.

The 4-minute walkthrough
Why does my card keep failing on the PICA portal?
When you pay PICA, your card details travel from your bank overseas to a payment gateway in the Caribbean. Banks in the US, UK and Canada watch closely for unusual overseas charges, and a government payment to Jamaica can look unusual to them.
- The fraud check: your bank may block the charge as possible fraud, sometimes without telling you first. You might only see a text or app alert later.
- The security step (3-D Secure): many cards ask you to confirm the payment with a one-time code or your banking app. If that step fails or times out, the payment fails.
- It is usually not your form: “Transaction Failed” at the payment step rarely means your application details are wrong.
The draft lock trap
After a failed payment, your application draft can stay locked for a period. In the cases we have seen, it was about two hours. Retrying the same draft again and again does not unlock it, and each attempt can trigger another fraud alert at your bank.
“I’ve been there myself. My bank tagged my own business subscription payment as fraud after several attempts went through before the funds arrived. I had to call the bank to clear it. Repeated attempts are exactly what banks are trained to flag.”
The 4-step fix for a failed PICA payment
-
Leave the locked draft
Stop retrying the payment on the application that failed. Close it and leave it alone. Pressing pay again only adds more failed attempts.
-
Call your bank’s fraud department
Tell them you are paying a Jamaican government agency online and ask them to approve the charge. Ask whether they blocked an earlier attempt, and keep your phone close for any code they send.
-
Start a fresh application
Begin a new renewal application instead of reopening the locked one. Enter your details carefully so they match your current passport exactly.
-
Pay again, or switch to a Jamaican card
Pay on the new application while your bank is expecting the charge. If an overseas card still fails, a card from a Jamaican bank often goes through, because the payment never leaves the island.
Before you press pay again
Tick these off first, so your next attempt has the best chance.
All set. Go ahead and pay on your fresh application.
Your ticks are saved on this device only.
