How to Get Your Jamaican Learner’s Permit: The Complete Step-by-Step Guide
The Road Code Test now comes first. Here is the exact order that gets you from Form H3A to a permit in hand, without a wasted trip to the depot or the tax office.
Overview
Your first step toward driving in Jamaica is a Provisional Driver’s Licence, better known as a learner’s permit. It used to be a simple payment at the tax office. Effective January 25, 2020, you must first visit an Examination Depot to do a Road Code Test before proceeding to any Tax Office.

To apply, you must:
- Be at least 17 years old.
- Be able to read, since the ITA checks reading ability before the test.
- Have no road traffic convictions in the last 12 months.
Assemble your documents
Build a complete package before you go anywhere. Most rejections happen here, not in the exam room. Tick each item as you gather it.

Book and pass the Road Code Test
You cannot walk in and sit the test. Book an appointment first, either by visiting your nearest ITA service hub or by emailing driverslicence@mtw.gov.jm.
If you book by email, the ITA needs your full name, gender, date of birth, TRN, telephone number, full address, and the service hub where you want to sit the test. Use the ready-made email below.

Pay and collect at the tax office
Whenever the Tax Office is processing a Provisional Driver's Licence, a database shared by ITA and TAJ will be checked to verify if the applicant has already passed the Road Code Test. You will usually be handed a sealed envelope. Do not open it; a tampered envelope is rejected.
Once you pass, take the documentation to any Tax Office. The clerk confirms your pass in the system, you pay the current fee of J$1,800, and your Provisional Driver’s Licence is issued the same visit.
Rules for learner drivers
Your permit remains valid for up to one year after the date it was issued. While you hold it:
- Hold it for at least six months before you can apply for the full driver’s licence examination.
- Never drive alone. A driver who has held a full licence for at least three years must sit beside you in the front seat.
- Display “L” plates clearly on the front and back of the vehicle.
After your permit: getting your full driver’s licence
Once you have your learner’s permit and have practised, the next milestone is your full driver’s licence. Here is the complete pathway.
-
Complete the 6-month waiting period
You must hold your Provisional Driver’s Licence for at least six months before you can sit the driving examination.
-
Pay the driving examination fee at TAJ
Visit any Tax Office with your learner’s permit, TRN and valid photo ID. Pay the Driver’s Licence Examination Fee and keep your receipt.
-
Book your driving test at the ITA
Take your TAJ receipt, learner’s permit, valid ID and application form to an ITA Examination Depot to schedule your examination.
-
Pass the driving examination
Attend your scheduled test at the depot. The examination includes written, yard, and road tests. Upon passing, you receive your Certificate of Competence.
-
Collect your full driver’s licence
Take your Certificate of Competence to the Tax Office, pay the licence fee, have your photo and signature captured, and receive your Driver’s Licence card.
Lost your learner’s permit before your driving test?
Good news: your six-month clock does not reset. The time you have already held your permit stays on the TAJ/ITA system. Losing the paper receipt does not mean restarting the six months or re-sitting the Road Code Test.
There is a common misconception that you must visit a police station to report a lost permit before going to the tax office. This is not a requirement by Tax Administration Jamaica (TAJ). The official application form (Form F7) includes a legal declaration section. When you sign it, you are making a legally binding oath that the document was lost or destroyed, which TAJ officially accepts to process the replacement.
-
Complete the application form
Fill out the application form and sign the legal declaration stating your original permit was lost or destroyed.
-
Visit the Tax Office
Go to any Tax Office with your completed form, TRN, valid photo ID, and two certified passport-sized photos.
-
Pay the replacement fee
TAJ will process your signed declaration and issue a new stamped payment receipt with your photo attached. The fee for the Provisional Driver's Licence is J$1,800.
